Rumbling Waters sea event appears in Third Sea levels 1-6

Rumbling Waters is a sea event that can occur at any Sea Danger Level from 1 to 6 in the Third Sea, but never in the Second Sea. When triggered, a downpour similar to Tiki Outpost’s rain begins, three Sea Beasts emerge from the water, and the "Haunted Halls" music plays.
The health of each Sea Beast scales with the number of players who activated the event, making them tougher with larger groups. Recent edits added a note about the Shark Cape in the tips section.
